There's a bit of jank as the TopSites tiles on the Start screen load in, as the thumbnails show up they get re-drawn a moment later.

Turns out we unset and re-set the background image on each tile needlessly when the favicon color info becomes available. This fix was originally bundled into a patch on bug 927226.
